DeKalb County Public Records Access
Access depends on both the record and its keeper. Deeds and assessment rolls have public name indexes. Court dockets are generally open unless a case or filing is sealed, but a docket entry is not the full file. Current birth and death certificates require an eligible applicant, identification, and the official application. The table gives the fastest official route and the fallback when an online result is incomplete.

Some material is closed or partly redacted. That group includes sealed cases, juvenile and adoption files, protected victim data, confidential identifiers, protected voter addresses, DD-214 military discharge filings, and driver data controlled by federal law. When only part is exempt, ask the custodian for the segregable public portion, meaning the part that can be released after protected fields are removed.
DeKalb County Records in Landmark
The Clerk of Superior Court's Real Estate Division records deeds, liens, releases, plats, and other land instruments. Its Landmark Web Official Records Search covers 1979 to the current date. The clerk urges users to try every spelling variant. A hit is an index reference, and image access can vary by record and browser.

A recorded deed image can show the filing time, clerk, book and page, instrument number, transfer tax, parcel number, and named parties. A deed documents a conveyance. It does not prove that a named party now lives at the property.

DeKalb County Public Index Layers
A public index and a public image are different access layers. An index points to a record through names, dates, document type, or book and page. The full image may need a clerk request, a fee, or an in-person review. Certification adds the clerk's formal attestation for a record needed in an official matter.

The distinction prevents a common error. A blank image link does not erase the indexed filing. Use the citation to ask the clerk whether the item is imaged, counter-only, archived, redacted, or available as a plain or certified copy.
DeKalb County Property Records Compared
Property Appraisal accepts a parcel ID, street address, or owner name. Results can include current and past assessments, values, exemptions, sales, property traits, the situs address, and the owner's mailing address. Situs means the physical location of the land. The mailing address is where tax notices go, so it does not establish occupancy.
The DeKalb GIS Hub and Parcel Viewer supplies parcel boundaries, tax districts, address tools, and deed or plat references. GIS can help locate a book and page, but it does not provide the deed, plat, or survey copy. Take the reference to the Real Estate Division or call the clerk at 404-371-2836.
Keep the records distinct. An appraisal roll is dated tax evidence. Only a notarized, executed, and recorded deed changes ownership under the county's published guidance.
DeKalb County Court Docket Records
DeKalb divides court work among Superior, State, Magistrate, Probate, Juvenile, and municipal courts. The county judicial-system gateway maps the divisions and links docket access, while the Georgia Judicial Gateway routes users to participating court systems. Municipal citations may remain with the city court that created them.
A typical docket can list parties and roles, case number, filing date, division, judge, counsel, hearings, event descriptions, and disposition. It remains an index. To get the filing behind an entry, give the correct clerk the case number, party, year, document title, and docket date, then state whether a plain or certified copy is needed.
Recorder's Court dissolved in 2015. Traffic records moved to State Court, while other and code-enforcement matters moved to Magistrate Court. Sealed filings, juvenile files, protected identifiers, and sensitive family exhibits should not be expected online.
Restricted DeKalb County Vital Records
Current certified birth and death records are not an unrestricted name index. The Georgia Department of Public Health request channels and DeKalb Public Health require identification and proof that the applicant is entitled under O.C.G.A. § 31-10-26. DPH charges $25 for the first birth or death search or copy and $5 for simultaneous additional copies.
Marriage and divorce records follow different paths. DeKalb Probate Court issues marriage licenses and copies. The Clerk of Superior Court holds the divorce case, while DPH supplies a basic verification rather than the pleadings and decree. Historical death certificates for 1919 through 1943 are available through Georgia Archives channels.
Is a DPH divorce verification the court file? No. It confirms basic statewide facts. Ask the Superior Court clerk for the decree or a named docket filing, subject to sealing and redaction.

Georgia Records Beyond DeKalb County
Some useful records are held at the state level. The Georgia Secretary of State professional-license search can filter by profession, license type, first and last name, license number, city, and state. A result may show the credential type, number, status, issue or expiration facts, and public discipline links where the board publishes them.

The Georgia Corporations Division Business Search covers entity filings and registered agents. The GDC offender query and GBI registry have narrower public safety scopes. A custody or registry name match requires careful identity checks and does not replace the court disposition.
DeKalb County Public Records Custodians
The best office is the one that created or keeps the requested item. Real estate instruments and Superior Court files go to the clerk. Assessment facts go to Property Appraisal. A municipal file goes to the relevant city, even if the mailing address says Decatur or Atlanta. County Communications publishes department-specific request contacts for executive-branch records.

Police incident and accident reports use another direct channel: 770-724-7474, fax 770-724-7814, or DKPDOpenRecords@dekalbcountyga.gov. Give the incident number, date, location, and parties. Published processing is commonly three to five business days, subject to active-investigation, victim, juvenile, and other lawful redactions.
DeKalb Records Copy Costs
DeKalb's general open-records schedule is 10 cents per letter or legal page, actual cost for other media, and the lowest-paid qualified worker's rate after the first 15 minutes. The county asks for approval when an estimate exceeds $25 and may require advance payment above $500. Inspection can cut copy costs when the original is available for review.
Real Estate Division fees follow a different schedule: regular copies are $1 per page, certified copies cost $2.50 for the first page plus 50 cents for each added page, and plats cost $2 per page. Mail requests need the correct book type and page or UCC number, plus an accepted form of certified payment. Clerk staff do not perform research by phone.
The first free labor quarter-hour is a practical reason to narrow a request. A tight date range, named record type, known department, and electronic format can reduce search and redaction time.
DeKalb Records Before 1979
Landmark stops at a digital boundary. The clerk's books date from 1842, and earlier county material suffered a severe loss in the courthouse fire. The sole surviving official county ledger identified by the DeKalb History Center covers Superior Court cases tried from 1836 through 1843. Scattered land, deed, mortgage, sheriff-sale, jury, and court items also survive in special collections.
A later deed may recite the book and page of an older instrument. Follow that reference into courthouse books, microfilm, or archival holdings. The Georgia Archives research service is a key fallback for county records, microfilm, manuscripts, and historical death certificates.

The catalog and staff route matter most when a name never entered the modern web index or when boundary changes moved the older record elsewhere.
Confidential DeKalb Records Boundaries
Open government does not erase subject-specific privacy laws. Adoption and juvenile files, sealed court records, protected victim facts, current vital certificates, DD-214 filings, and driver data may be restricted. Georgia VoteSafe and Safe at Home also protect qualifying survivors' residence information. A general request cannot override those protections.
Recorded documents can contain data that should have been masked. The clerk provides a procedure for lawful redaction of exposed Social Security numbers and other protected identifiers, but redaction does not remove the underlying deed or lien. Ask for the public portion when an otherwise open record contains a closed field.
Public availability permits civic review, family history, estate work, fraud prevention, and other lawful personal research. It does not permit stalking, threats, harassment, impersonation, or evasion of a protective order. Georgia stalking provisions appear at O.C.G.A. §§ 16-5-90 and 16-5-91.
Request DeKalb Public Records
The Georgia Open Records Act, O.C.G.A. §§ 50-18-70 through 50-18-77, allows any member of the public to request existing agency records. Send a written request to the designated custodian. Within three business days, the agency must produce available nonexempt records or state when they will be ready, the cost, and the legal basis for any withheld part. That is a response rule, not a promise that a large file will be produced in three days.
- Identify the department or constitutional officer that keeps the existing record. A request to the wrong office slows routing.
- Check its official index first. Record a case number, parcel ID, instrument number, book and page, or incident number when one exists.
- State the subject, names, record type, date range, and preferred electronic format. Ask for inspection if that will avoid needless copies.
- Keep the submission receipt. Review the estimate and approve costs above the county's published threshold when the record is worth pursuing.
- If material is withheld, ask for the exact Code citation and all segregable portions. Narrow the scope, then use the Attorney General's Open Government Mediation Program or remedies under the Act if needed.
Ask for records, not answers. The Act does not force DeKalb County to create a report, compile a new list, or answer a question not found in an existing record.
The county's published request page shows the departmental contacts and explains the response period. It is the right route for county agency material, while court files should usually go straight to the responsible clerk.
